The investigation into the fatal A66 crash near Middlesbrough has taken another turn, with five more people arrested as detectives continue examining the events surrounding a collision that killed seven people, including two Cleveland police officers.

The latest arrests bring the total number of people detained in connection with the investigation to 17. Cleveland Police said the new arrests form part of a wider inquiry into the circumstances leading up to Saturday’s devastating crash.

The collision happened when a Volkswagen Passat that had been pursued by police was driven in the wrong direction along the A66 and collided with a marked armed response vehicle. The two officers inside the police vehicle, PC Matthew Blades, 37, and PC Tom Clough, 38, were killed.

All five people travelling in the Passat also died. They were identified as Cole Robert Worthy, 17, Theo Rae, 17, Makai Saddington, 18, Michael Robert Cahill, 23, and Jacob Matusiak, 23. Police said the group had links to what they described as serious and organised criminal activity.

Investigators have also highlighted the criminal histories of some of those who died. Police said four of the five occupants of the Passat had a combined total of 37 previous convictions, involving offences including possession of a bladed article, vehicle theft, drug possession, racially aggravated intentional harassment and driving offences.

The five new arrests announced Tuesday involved a 16-year-old boy, an 18-year-old and a 21-year-old man, all arrested on suspicion of participating in an organised crime group. A 55-year-old was arrested on suspicion of assisting an offender, while a 23-year-old was arrested on suspicion of making threats to kill.

The latest developments follow the arrest of 12 people on Monday. Cleveland Police said those earlier arrests followed reports concerning two vehicles, the Volkswagen Passat and a Volvo XC60, allegedly being driven dangerously around the time of the incident. Four of those 12 people were arrested on suspicion of participating in an organised crime group, while others were detained over alleged firearm and drug offences.

Two of those previously arrested have already appeared in court. Kai Beattie, 19, appeared before Teesside magistrates charged with possession of a firearm with intent to endanger life. Cameron George, 26, was remanded in custody on drug-related charges and allegations involving criminal property.

The tragedy has also intensified concerns about dangerous driving being filmed and shared online. A senior representative of the Police Federation of England and Wales said officers were increasingly encountering young people who appeared to sensationalise reckless driving or deliberately provoke police officers.

at fail to moderate or remove content that encourages dangerous driving. The debate comes amid growing concern about videos portraying reckless behaviour as entertainment.

Road safety data cited by The Guardian also indicates a troubling rise in deaths among 16-to-20-year-olds. In 2025, 77 people in that age group died, compared with 65 in 2024 and 55 in 2016. The figures have added urgency to calls for greater attention to young-driver safety.

For the families of PC Blades and PC Clough, however, the investigation remains inseparable from an enormous personal loss. Both officers were remembered as dedicated members of Cleveland Police, and tributes have continued to arrive from colleagues, officials and members of the public. A fundraiser established for their families had passed £942,000 by the time of the latest Guardian report.

The investigation remains ongoing, and an arrest is not a conviction. Detectives are continuing to establish the full sequence of events before and during the crash, while authorities examine whether organised criminal activity and dangerous driving played wider roles in what happened.

As the number of arrests continues to rise, the A66 tragedy has become more than an investigation into one devastating collision. It has also triggered a national discussion about police pursuits, dangerous driving, organised crime and the influence of social media on reckless behaviour.
