State approved $1M to help county care for 16 children
VINTON COUNTY, Ohio (WXIX) – The mother of 16 children rescued from “third-world” living conditions in Vinton County wants her bond reduced so she can see her kids.
Elizabeth Siders, along with Gary Sr., Gary Jr., and Christina Siders, were arrested on June 30 in a child abuse case that led to the rescue of the children from “disgusting” conditions, Vinton County Sheriff Ryan Cain said.

Each is charged with 16 counts of endangering children, one count for each child rescued from the Siders home.

On July 8, the attorney for Elizabeth filed a motion in Vinton County Common Pleas Court to reduce her $300,000 bond to a recognizance bond only.

The motion argued that the 33-year-old mother has no prior criminal record and, therefore, has never been charged with failure to appear before a court for a criminal proceeding.

With the goal of reuniting with her children, the document stated Elizabeth has a “vested interest” in appearing for future hearings to “clear her name.”

In addition, the motion said Elizabeth is willing to submit to GPS monitoring and in-person check-ins as often as the court deems appropriate.

Most kids kept in ‘disgusting’ confined area
In a press conference held July 1, officials confirmed the conditions the children were living in and discussed the ongoing investigation.

Specific details were not discussed at the press conference, but Ohio Attorney General Andy Wilson said this “parallel investigation” culminated with a search warrant for the Siders’ home in Vinton County.

The kids were found when law enforcement executed the warrant.

Wilson said the evidence shows the four adult Siders were “pretty good at hiding these kids” and neighbors said they had no idea kids lived in the house after the Siders moved in four years ago.

The children were not enrolled in school, Wilson said.

Most of the kids were kept in a 12×12 area of the home for the past four years, Vinton County Sheriff Ryan Cain said.

Sheriff Cain called the area “disgusting,” adding that “our livestock were kept in better conditions than these children.”

Wilson said it looked like a “third-world” country inside the home. “It’s not the type of thing we’re used to seeing in America,” he said.

The attorney general said if they had arrived 24 hours later, there was a “high probability” some of the kids would be dead.

Seven of the 16 kids were taken to a Columbus hospital. Two of the seven had to be flown because of their condition, Wilson said.

Sheriff Cain said they are having some trouble with the investigation because some of children cannot communicate, while others can on a limited basis.

State funding approved for children’s care
After the children were removed from the home, seven of the 16 required immediate medical attention.

On Monday, the Ohio Department of Children and Youth approved $1 million in emergency funding for the Vinton County Supplemental Children Services.

“The kids are safe. They’re being cared for. They’re receiving treatments,” said Joel Potts of the Ohio Department of Children and Youth. “We expect there will be a lot more services these children will need to address the traumas they’ve received. And some of these things they’ll probably be dealing with for life.”

The state Department of Children and Youth estimates that placement costs for the siblings will run between $150 and $250 per child per day. That adds up to roughly $850,000 a year, or more than three times the amount generated by Vinton County’s levy that’s split between children’s and senior services.
